Ned Flanders is Homer's friendly neighbor whom he is jealous of. Ned is a pure christian who always respects God and Jesus. When ever he feels annoyed, he only responds with non sensable jabbering. He gets angry only when he gets really annoyed or offended. The cause to his refraining from anger was an 8 month's worth of non-stop spanking from Dr. Foster.
